The ND Comprehensive Literacy State Development Grant 2024 is a federal grant that aims to improve the literacy skills of disadvantaged children from Birth through Grade 12. The Comprehensive Literacy Improvement through Measured Building Systems (ND CLIMBS) project proposes establishing and sustaining collaborative conditions within school buildings for delivering high-quality, evidence-based literacy instruction to systems serving high numbers and percentages of disadvantaged children.

Invitation to Apply to the North Dakota State Literacy Team

The North Dakota Department of Public Instruction (NDDPI) is seeking applicants for volunteers to join the ND State Literacy Team.

Literacy Team Overview
The ND State Literacy Team serves as a collaborative body that provides perspective to support literacy efforts across North Dakota. Historically, the team, composed primarily of members from the education field with limited state representation, will now also include members from NDDPI and the North Dakota Department of Health and Human Services (NDDHHS) who reflect a wide range of viewpoints and programs within North Dakota.

Representatives from ND CLIMBS schools (5):

  • Administrative
  • Early Learning
  • Elementary
  • Secondary
  • At-Risk Populations (including but not limited to low income, ELL, special education, or dyslexia)

Representatives from other areas of the literacy field across North Dakota (5 at-large):

  • Early Learning
  • Elementary
  • Secondary
  • Higher Education
  • REA

Application Requirements

To apply, complete the application and upload your résumé and cover letter. Upon review of the applications, selected applicants will proceed to the interview phase. Below are the expectations for the applicant’s résumé and cover letter:

  1. The résumé should highlight their professional history and experience in literacy.
  2. The cover letter should describe their interest in joining the team, the assets they would bring to this role, and their awareness of literacy activities, strengths, and challenges in North Dakota.
  3. The deadline to apply is December 10, 2025.

ND CLIMBS Goals and Objectives

Four goals and objectives define the required commitments of grant participation.

Goals:

  1. All systems are established to sustain collaborative conditions for the delivery of high-quality, evidence-based literacy instruction.
  2. All administrative building instructional leaders (principals) are equipped to create and sustain collaborative conditions for educators to deliver high-quality, evidence-based literacy instruction.
  3. All educators are prepared and continually supported to deliver students high-quality, evidence-based literacy instruction.
  4. All students receive high-quality, evidence-based literacy instruction to achieve proficiency in literacy skills.

Objectives:

  1. School team members plan and manage effective literacy systems. The state will identify support structures for local school teams to build collective efficacy and establish and improve data-informed systems to achieve student proficiency in literacy.
  2. Administrative building instructional leaders (principals) learn and improve ELA leadership practices. The state will identify high-quality, job-embedded professional learning opportunities appropriate for leadership personnel and contract to design, develop, and facilitate a high-quality, ongoing leadership network.
  3. Educators learn and improve instructional practices. The state will identify high-quality, job-embedded professional learning opportunities appropriate for educator roles and align with the science of reading and contract to design, develop, and facilitate an ongoing, job-embedded network learning community.
  4. School team members deliver effective instruction. The state will contract to provide support structures for educators to deliver high-quality, evidence-based instruction that leads to student proficiency in literacy skills. The support structures will help schools build implementation plans aligned with the North Dakota Literacy Plan.
