Comprehensive Literacy State Development (CLSD)

The ND Comprehensive Literacy State Development Grant is a federal grant which aims to improve literacy skills of disadvantaged children from Birth through Grade 12. North Dakota’s project aligns with the ND PK-12 Strategic Vision initiatives through statewide implementation of ND’s Comprehensive Literacy Plan (ND CLP). To create the utmost impact on student achievement, North Dakota has five objectives to achieve its two overall goals for the CLSD program. To support literacy development for children who have previously been under-served, the department has designed a thorough implementation and coaching support model to address structural changes in comprehensive literacy instruction that will have lasting, sustainable impact on educators. Additionally, the NDCLSD program goals highlight family and community engagement and non-traditional learning opportunities for disadvantaged children.  

CLSD Grant Awards: In October 2019, North Dakota was awarded funds from the U.S. Department of Education in the amount of $43.9 million. The North Dakota Department of Public Instruction is excited to announce 20 sites across the state received grant awards to support disadvantaged children in literacy skill improvement. A site is comprised of a school district and community partners, or a partnership among two or more school districts and their respective community partners. Funds will be disseminated over a five-year period as indicated below.
