School District Reorganization is a process provided for in North Dakota Century Code Chapter 15.1-12, which allows two or more contiguous school districts, or parts of two or more contiguous school districts, to complete the reorganization process and become a single new reorganized district.

Threshold Criteria

The school boards of the involved districts must initiate the process.

Process Steps:

  • After the districts involved have voted to pursue the development of a reorganization plan, they move forward with the process of actually developing a proposed reorganization plan. 
  • When the plan is complete and board members have voted to approve the completed plan, it is forwarded to the County Superintendent or Designee who schedules a hearing before the county committee. 
  • If the plan is approved by the county committee, the plan is submitted to the State Board of Public School Education, who must also review and approve the plan.
  • If the plan is approved by the State Board of Public School Education, the plan must be voted on and approved by a majority vote in each school district involved in the reorganization plan.
  • Approved reorganizations are always effective on July 1 in the year following the approval of the reorganization.
