The North Dakota Migrant Education Program (MEP) is authorized by Part C of Title I of the Elementary and Secondary Education Act of 1965, as amended (ESEA).
The North Dakota Migrant Program supports high-quality and comprehensive educational programs and services during summer intersession periods, that address the unique education needs of migratory children.
- Ensure migratory children who move among the States are not penalized in any manner by disparities among the States in curriculum, graduation requirements, and challenging State academic standards.
- Ensure that migratory children receive full and appropriate opportunities to meet the same challenging State academic standards that all children are expected to meet.
- Help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit their ability to succeed in school.
- Help migratory children benefit from State and local systemic reforms.
North Dakota offers these services:
- Two Summer Programs servicing K-12 programs in Grafton and Manvel, North Dakota
- Identification, Eligibility and Recruitment
- Supplemental and Community Support Services
- Summer Preschool

- The child is not older than 21 years of age and the child is entitled to a free public education (through grade 12) under State law, or
- The child is not yet at a grade level which the LEA provides a free public education, and
- The child made a qualifying move in the preceding 36 months as a migratory agricultural worker or a migratory fisher, or did so with, or to join a parent/guardian or spouse who is a migratory agricultural worker or a migratory fisher; and
- The child moved due to economic necessity from one residence to another residence, and-
- From one school district to another: or
- In a State that is comprised of a single school district, has moved from one administrative area to another within such district; or
- Resides in a school district of more than 15,000 square miles and migrates a distance of 20 miles or more to a temporary residence.

The Portable Assisted Study Sequence (PASS) program consists of self-contained, semi-independent-study courses designed t assist secondary-level students in earning academic credits. - Texas Migrant Interstate Program (TMIP)
TMIP facilitates intra-and interstate coordination in order to help meet the educational needs of migrant children from Texas who migrate out of state. - Interstate Migrant Education Council (IMEC)
The National Policy Organization Advocating for the Nation’s Migrant Children and Youth
Priority of Services is given to migrant children who are failing or most at risk of failing, to meet the State’s academic content standards and achievement standards and whose education has been interrupted during the regular school year. Factors considered include:
- State assessment test scores
- Academic assessment
- Not at grade level or retention
- Limited English proficient
- Educational interruption due to a move in the preceding 12 months
- Missing a significant amount of school
- Eligible for free/reduced price lunch

- The 2nd testing window will begin on Monday, May 22, 2023 and end on Friday, June 16, 2023.
- The deadline for shipping completed test materials to DRC is 6/22/23.
Reminders:
- Please apply District/School labels to all used/scorable test booklets.
- The student’s demographic information must be bubbled on the front and back covers of the test booklets using a number 2 pencil.
- Pre-paid UPS return shipping labels will be provided in the initial shipment of materials.
- As soon as testing has been completed, please return the materials back to DRC.
