The NDDPI oversees state and federal grants to support the development of literacy instruction, advancing all student outcomes. In addition to monitoring program implementation, the department strives to offer technical assistance that informs improvement through the maintenance of the Literacy Plan. The North Dakota State Literacy Team, selected through a competitive application process, provides updates to the Literacy Plan.

The plan outlines a statewide vision for literacy from birth through grade 12, emphasizing evidence-based instruction, educator support, and opportunities for all learners.
