Education Standards and Practices Board adopts CAEP Standards

The Education Standards and Practices Board (ESPB) made significant changes to its standards for the preparation of educators during the 1995-2000 revision cycle. The new standards emphasize performance assessment and additional use of technology within each content area. The ESPB Program Approval Advisory Committee (PAAC), the North Dakota Association of Colleges of Teacher Education (NDACTE) and dozens of P-12 professional educators across the state assisted the Board in setting and revising quality standards for the preparation and licensure of professionals who work in our schools. The hard work North Dakota teachers, administrators, and teacher educators have put into this participatory process has resulted in the Board's adoption of performance-oriented standards for the preparation of educators.

In August 2000, the ESPB adopted the performance-oriented standards of the National Council for the Accreditation of Teacher Education (NCATE 2000) for approval of all teacher education units (department of education, college of education, etc.) in the state. The standards will apply to both those institutions that choose to join NCATE and to those that choose not to seek national recognition. The Program Approval Advisory Committee (PAAC) and North Dakota Association of Colleges of Teacher Education (NDACTE) conducted an extensive review of the ND Standards for approval of the teacher education unit during 1997-1999, parallel to the development process for the new NCATE 2000 unit standards and found the new NCATE 2000 standards to be compatible with our needs for unit reviews at ND institutions.

In order to promote excellence in educator preparation by coordinating state approval and national accreditation reviews of Educator Preparation Providers (EPP’s), and to eliminate duplication of effort and reporting, the Council for the Accreditation of Educator Preparation (CAEP) and the North Dakota Education Standards and Practices Board (ESPB), entered into a partnership. This partnership was approved by the Program Approval Advisory Committee (PAAC) January 11, 2016.

The CAEP standards incorporate the Interstate New Teacher Assessment and Support Consortium (INTASC) standards of the Council of Chief State School Officers (CCSSO) as a major component of teaching performance, and the recommended standards of professional associations such as the Council for Exceptional Children and National Council of Teachers of Mathematics.
