If hauling hazardous material that has been diluted, HAZMAT regulations must be followed. The load must meet the definition of a hazardous material in the Code of Federal Regulations, Chapter 49, Part 390.5.

If HAZMAT is in the mixture, compliance is required. If the state of the material is altered, the material may no longer pose a hazard and may not require compliance; that decision must be made in accordance with federal regulations.
