AWR 219 Site Protection through Observational Techniques

ND Department of Emergency Services is sponsoring "Site Protection through Observational Techniques" Oct 3, 2018 at the Quality Inn, 1030 E Interstate Ave., Bismarck, ND. Class will be begin at 8:00 a.m. and conclude at 5:00 p.m.

In this course, participants are provided an overview of threat and vulnerability analyses and how these can be used to establish effective defenses. Participants are also provided with an overview of security operations that can be applied for prevention and detection of potential terrorist acts.

Participants can incorporate this course into planning for chemical, biological, radiological, nuclear and explosive (CBRNE) component and device interdiction, conducting behavioral assessments, implementing screening operations, conducting non-intrusive inspections, scene control, evacuation, and media relations.

This class has been POST Board approved.

At the end of this course, participants will be able to:
  • Define assessment and discuss its importance, and assess targets in terms of their criticality, threats, vulnerabilities, and existing security countermeasures and zone locations.
  • Identify preoperational activities of terrorists and criminals and evaluate those activities in relation to established baselines.
  • Describe appropriate actions, if any, to take based on previous evaluations as well as how to report those actions and related information.
  • Successfully teach an indirect delivery of Site Protection through Observational Techniques (SPOT).


Target Audience
includes Law Enforcement, Private Sector / Corporate Security and Safety Professionals, Transportation Security, and Emergency Managers. Accepted applicants will be notified by NDDES approximately 4 weeks prior to the scheduled course dates.

A block of rooms has been reserved at the Comfort Suites, 929 Gateway Ave., Bismarck (701-223-4009) under the title, "DES Site Protection." This block of rooms will be available at the state rate until Sept. 25, 2018. NDDES will provide partial travel reimbursement for appropriate students who travel a distance of greater than 50 miles and who live or work in ND.
