In 1996, North Dakota citizens voted to create a constitutionally protected trust fund to provide benefits to existing and future veterans and their families. The State Treasurer is the trustee of the fund, which is to be invested to both survive in perpetuity and provide annual income to Administrative Committee on Veterans Affairs (ACOVA) for use for grants and programs that will benefit our veterans. I am honored by this responsibility. Veterans deserve our utmost respect, and it is my duty to ensure that the Veterans Post War Trust Fund continues to grow to meet the needs of our current and future veterans.
I have diversified the fund to provide income, growth and security. In the spirit of complete transparency and to ensure that all citizens may see their dollars at work, we will post a monthly report detailing the status of the fund. You will find those reports posted below.
Additionally, we will provide an accounting of all transfers from the fund made to ACOVA. As trustee of the fund, I have determined that income of approximately $200,000 will be available for transfer to ACOVA from interest and dividends for the 2009-2011 biennium. If additional income is earned, I will make additional income available for transfer to ACOVA for additional benefit to veterans.
