Overview
Parole and Probation Services currently
supervises over 5,000 community offenders.

Parole and Probation Services is responsible to provide supervision for all offenders on parole or supervised probation in the community. Parole and Probation Services consists of eighty-eight (88) staff whom operate from fifteen (15) district offices located throughout the state. Parole and Probation Services is also responsible to complete Pre-Sentence Investigations as ordered by the state district courts. The purpose of these investigations is to provide as much information to the courts as possible to allow for appropriate sentences for the offender.
Parole and Probation Officers use the Levels of Service Inventory-Revised (LSI-R) to identify the risk factors for each offender and to formulate case supervision plans. Case plans focus on the top criminogenic factors for the offender and reducing those risk factors. Community safety is top priority, but every effort is made to work with offenders in the community when appropriate. Parole and Probation Officers embrace the Transition for Prison to Community (TPC) initiative and work closely with staff in all correctional facilities to make a seamless transition for the offenders from the institutions to the community.
In order to provide maximum effectiveness in supervision, Parole and Probation Services utilizes several specialized caseloads. We currently have three Parole Specialists, four Re-Entry Officers, five Drug Court Officers, seven Sex Offender Specialists and one Female Transition Officer. In addition, we have recently trained three officers who will focus their work on domestic violence cases.
Successes
- Assisted with implementation of two Re-Entry Programs in the Devils Lake and Grand Forks communities.
- Participated in the North Dakota Re-Entry Summit that brought together stakeholders from across North Dakota, confirming participant commitment to making ND the safest state in the nation.
- Converted all Parole and Probation files to an electronic format. This will allow staff around the state to view file information on all offenders.
- Became part of the Fugitive Task Force that was created in Fargo. This will allow us to more effectively track offenders who abscond from supervision.
- Increased the use of GPS with high risk sex offenders. We currently average 55-60 offenders on GPS daily.
- Actively involved in the Restorative Justice Project that was initiated to assist crime victims and increase collections of restitution.
- Involved in an inter-rater reliability study to validate the use of the LSI-R.
- Began the use of Secure Continuous Random Alcohol Monitoring (SCRAM) device. SCRAM can be used to detect any alcohol use by offenders, as well as monitoring device for curfew and home confinement.
- Made a comprehensive effort to better deal with probation violations and manage department resources. We have been able to reduce the number of violators sent to prison without jeopardizing public safety.
- Provided extensive firearms and tactical training for all sworn staff at Camp Grafton.
- Manage a trailer on the grounds of the North Dakota State Penitentiary to house homeless sex offenders.
