Financial Help

The North Dakota Department of Human Services has a variety of programs to help qualified North Dakotans meet their basic needs. These programs help many low-income families who are working toward self-sufficiency.

Assistance programs include

• Basic Care Assistance Program (BCAP)
• Child Care Assistance Program (CCAP)
• Food Stamp Program
• Healthy Steps Children's Health Insurance
• Low Income Home Energy Assistance Program (LIHEAP)
• Medicaid
• Temporary Assistance for Needy Families (TANF) / Job Opportunities and Basic Skills (JOBS)
• Other Programs

The department and county social service offices work together to provide economic assistance to qualifying North Dakotans:

• County Social Service Office determine eligibility.
• County staff also assist people with the application process.
• The department issues the assistance:
  • Direct payments to qualified providers and vendors of services such as grocery stores, heating oil vendors, and approved child care providers
  • Qualifying families with children receive TANF benefit checks directly
