What is the Operating Balance?

The Operating Balance is the primary cash account for the State.  It records all assets and liabilities of the State not assigned to certain special purpose funds that are held separately.  It provides the resources necessary to sustain the day-to-day activity of the State and thus pays for all administrative and operating expenses.  The Office of State Treasurer is responsible for the cash flow and reconciliation of the Operating Balance.
