Can a taxpayer enter into a Voluntary Disclosure Agreement (VDA) if they are a sole proprietor, partnership, S-corporation, LLC or a C-corporation?

Yes for all except a sole proprietor. Individuals or a sole proprietorship cannot participate in the program for income tax. However, a sole proprietorship can participate for withholding and sales and use tax.
