State Employee Suggestion Incentive Program

The 2019 legislature passed Senate Bill 2015, which amended NDCC 54-06-24 Subsection 2, relating to the State Employee Suggestion Incentive Program. The amendment provides that a state employee recommendation or proposal to reduce expenditures within the employee's agency must be submitted prior to July 1, 2019 in order to be considered under the current State Employee Suggestion Incentive Program.

Employees whose suggestions were submitted prior to July 1, 2019, and approved and implemented during the 2019-21 biennium, must be paid by June 30, 2021, as the Employee Suggestion Incentive Program will be eliminated on that date by the repeal of NDCC 54-06-30.

To replace the Employee Suggestion Incentive Program, the 2019 legislature approved an increase in the state employee performance bonus program, raising the maximum amount from $1,000 to $1,500. Also, they removed the limitation that no more than 25% of agency staff could receive a bonus each year, which will potentially allow higher bonus amounts to additional high-performing team members, based on budget limitations. Each agency must fund the performance bonus program from within its agency budget for salaries and wages. These changes take effect July 1, 2019.
