PeopleSoft Enterprise Resource Planning (ERP)
The following outlines a high level list of North Dakota State Government’s Enterprise Resource Planning system modules. The state implemented Oracle’s PeopleSoft applications in a project called ConnectND, on April 1, 2003, and it continues to maintain and deploy additional functionality. The system is comprised of applications and associated modules.
Financial Supply Change Management (FSCM) Application
This is the state’s central accounting system used by state agencies. This system includes the following modules that agencies use:
- Accounts Payable
- Accounts Receivable
- Assets Management
- General Ledger
- Project Costing
- Real Estate (OMB Facility Management lease agreements)
In addition, PeopleSoft Financials is the system of record for all agencies for tracking legislative appropriations and preparing the Comprehensive Annual Financial report (CAFR) for the State of North Dakota.
Human Capital Management Application
The state’s vast human resource system, containing job data, position information, and all trait items associated with an employee for the state.

- Recruiting Solutions (RS) (internal & external) This is the state’s recruiting and job application system. Contains the system for not only the applicant side of applying for a job, but also the administrative side of work with applications. All state employees have access to apply for jobs at the state through this system.
- Talent Management Suite (TM) (ePerformance) A suite of functionality that encompasses performance documents with ePerformance, Career and Succession planning, eProfile for job, person and position profiles. All state employees have access to person and job profiles from this system.
Enterprise Interactive Hub (Portal) Application
This is the portal to the PeopleSoft system. It provides agency specific information as well as notices. Current hubs are Employee Hub, Manager Hub, and the Recruiting Hub. All state employees have access to the Employee Hub. Based on their role in the organization and whether they are a manager determines if they have a Manager or Recruiting Hub.
State Employee Directory (SED) A directory of state employees, reports to, and direct reports for state employees. Shows employees in organizational chart structure for easy understanding of position in a state agency. Also contains select work demographic information of the employee.
Enterprise Learning Management (ELM) Application
This is the state’s learning management system. Allows for not only web-based courses, instructor led courses, and supplemental learning along with program management. All state employees have access to take training from this system.

UPK is a simple tool used to record the navigation of a PeopleSoft or non-PeopleSoft application. The business process of using the tool is: an agency lead works in a PeopleSoft application or other application, clicks the record button, and UPK records what they are doing.
