EA Standards and Waivers

  • Jeff Quast presented the recent updates from the Enterprise Architecture (EA) program. Those updates included:
    • An approved waiver for the Department of Financial Institutions (details withheld for security reasons), and an approved waiver for the Department of Instruction to use a vendor provided authentication system instead of AD or the State Login ID for a new school lunch management application.
    • Three Security standards were updated, including the Remote Access standard, the Employee Security Awareness standard, and the Access Control standard. ITD will be publishing news and guidance on the updated standards before the changes are implemented.
  • Attendees were reminded that ITD publishes “Recaps” for all EA meetings under the Event for each meeting. The ITCC Recap in particular includes most if not all of the monthly IT happenings in NDGOV.
  • On behalf of the EA program, a thank you was given to Cher Thomas of the Attorney General’s Office for her many years of participation in the EA program, and her valuable contributions as the past Chairperson of the EA Architecture Review Board and current Chairperson of the Information Technology Coordinators Council. Cher will be retiring in May.

Service Layer Redundancy & High Availability

  • Dan Sipes and Duane Schell reviewed the high availability resources and service layer redundancy at ITD, and provided an update regarding the data center outage on February 24th. The event was not a cybersecurity event, and there are no immediate changes planned. ITD will reassess after detailed communication with agencies.
  • Network redundancy, recovery points, and recovery time objectives were also discussed. Details regarding those discussions will not be published due to security reasons.

Service Rate Reductions

  • Mike Ressler reviewed service rate reductions put in place as of Feb 1st, 2016. ITD has initiated several rate reductions that were expected to be implemented for the 17-19 biennium. The early implementation was to help agencies offset the required 4.05% budget cuts in the current biennium. The Rate Reductions are available on ITD’s web site.

Large Project Reporting

  • Justin Data reviewed the Large Project Oversight process and requirements for over-variance reporting. He also reminded attendees that summary reports for Large Project Oversight are available on online.
  • Joe Herslip presented the Bank of North Dakota’s Over-Variance report for its Managed File Transfer Project, including the casual factors, lessons learned and recovery plan. A re-plan of schedule and budget was conducted and an additional phase was added to the project. The current work has a completion date of August 2016.

Open Discussion / Closing Comments

  • There was some discussion about future SITAC meetings including more security related topics on the agenda. Mike Ressler felt there would be upcoming items, but that the main focus was currently with the Cybersecurity Task Force. Cybersecurity Insurance was also mentioned as something that OMB Risk Management, ITD and the Cybersecurity Task Force have been investigating and will continue to consider.
Where noted, the discussion of some of the above topics may be held in executive session rather than during the portion of the meeting that is open to the public. If this is a regular meeting, additional topics may be discussed. If this is a special or emergency meeting, the governing body's discussion will be limited to the topics and executive sessions listed above.
