External agendas and internal dynamics can increase the cost and risk of public-sector IT programs and projects. This session identifies some of the underlying conditions that get in the way of public sector administrators and CIOs who are charged with leading IT-enabled transformative change and suggests how the risks posed by these conditions may be recognized, assessed and mitigated.
