Becoming vaccinated against COVID-19 is voluntary. There are no state mandates ordering teachers or students to be vaccinated. North Dakota law says families may refuse vaccinations on religious, philosophical or moral grounds (NDCC 23-07-17.1(3)).
Most state agencies and local governments have restrictions on demanding proof of vaccinations, which are spelled out in HB1465. The state university system and Board of Higher Education are exempted if they have policies about the obtaining and sharing of vaccination information.
