The North Dakota Department of Public Instruction is responsible for the monitoring of district compliance of state and federal laws regarding the education of English learners including Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin and requires districts to take “affirmative steps” to help ELs overcome language barriers so they can participate meaningfully in general educational programs. 
Title III, Part A requires the State Education Agency to monitor the implementation of Title III program requirements and the expenditure of federal funds by all subgrantees (local districts and Title III consortia).
Monitoring Title III and EL programming at the local level ensures compliance with regulations, the quality of the program and instructional delivery for ELs.
