Family First Prevention Services Act Information
On Aug. 17, 2020, North Dakota received approval of its Family First Title IV-E Prevention Services and Programs Plan from the federal Children’s Bureau. The plan allows the state to access federal Title IV-E funding for front-end prevention services to divert children from entering foster care.

North Dakota was the seventh state in the country to receive approval of its plan. States are required to create a Title IV-E prevention plan as part of the federal Family First Prevention Services Act of 2018.

In addition, in October 2019, North Dakota became one of the first 11 states to implement the federal Family First Prevention Services Act of 2018. One large piece of the federal legislation was the transformation of residential child care facility providers into qualified residential treatment providers.
Prior to implementation, North Dakota held informational meetings with stakeholders, held training for providers, public agencies and other partners, created rules and policy, and completed program planning. Details appear below.

2019 Meetings
The North Dakota Department of Human Services held monthly informational meetings in 2019 on the Family First Prevention Services Act (PL 115-123) to provide implementation updates to stakeholders and to give them an opportunity to ask questions and offer suggestions.
Meetings were held on-site at the State Capitol, and a conference call line was also available for those unable to attend in person. Stakholders were able to submit questions in advance to dhscfs@nd.gov.
