1. SSI individuals must first be tested under the Non-ACA Medicaid methodologies and, if eligible, budgeted under the Non-ACA Medicaid rules Service Chapter 510-05, Eligibility Factors for Non-ACA Medicaid

2. If the SSI recipient is not eligible under the Non-ACA Medicaid methodologies (excess assets), the individual may be eligible under one of the ACA Medicaid coverages. In those cases, ACA Medicaid budgeting methodologies applies.
