Coronavirus (COVID-19) Rent Help and Housing Stability Resources

ND Rent Help (Rent, Utility and Housing Stabilty Help)

  • Offers rent help (up to 12 months) to prevent evictions of qualifying North Dakota renters
  • Can help pay past-due utility bills (electric, natural gas and other heating sources, water, sewer and garbage services) of qualifying North Dakota renters
    • Utility help is designed to complement the state‚Äôs existing Low Income Home Energy Assistance program. It will pay for heating costs not covered by LIHEAP if a household participates in both programs.
  • Replaced the Emergency Rent Bridge program on June 1, 2021; new higher qualifying income levels ensure more households can access help
  • Rent payments are made directly to qualifying renters' housing providers
  • Will offer more types of support to help North Dakotans acheive and maintain housing and financial stability when fully implemented in late summer 2021
  • Is funded through federal coronavirus assistance legislation passed by Congress.

Who Qualifies?

North Dakota renter households may qualify if they:

  • Have received unemployment benefits or have experienced financial hardship since March 13, 2020; and
  • Are earning up to 80% of area median income (AMI), which equals an annual income of up to $80,000 for a family of four depending on the county in which they live ; and
  • Are at risk of homelessness or housing instability due difficulty affording housing and related costs such as renter-paid utilities.
  • PRIORITY is being given to:
    • Households earning 50% AMI or less
    • Households that include a member who is currently unemployed and has been unemployed for 90 days or longer.

RENTERS - Here's how ND Rent Help works:

  1. Visit portalapps.nd.gov/dhsps/emergency-rent and submit your information to find out if you may qualify.
  2. If you are likely to qualify, you will be notified by email about the next steps in the application process and will be able to upload needed documents (lease, past due rent notice, employment paystubs and other documents).
    • This confirmation can be presented to your housing provider as proof that you have applied for rent help.
    • Please check your "Junk" mailbox if you haven't received an email within 24 hours.
  3. If you are approved for ND Rent Help, you will be notified.


HOUSING PROVIDERS - What You Need to Know:

  • If a renter has applied for and/or been approved for ND Rent Help, they will receive a confirmation message they can show to their Housing Provider.


If you have a Renter who has applied for assistance from the ND Rent Help, before the state of North Dakota can make the rent payment, you must register as a participating Housing Provider.

STEP 1: Create a Vendor Account (This step is completed only 1 time.)

  • Register as a vendor on the ND Office of Management and Budget's Supplier Registry at https://bit.ly/2yK2Zba. Be sure to enter "COVID-ERB" as the Special Program Code area.
  • After you have received your Supplier ID (SAVE this number) and you have your renter's Confirmation ID Number (Your renter is sent this number), move to Step 2.

STEP 2: Return to ND Rent Help to Request Payment (This step must be completed 1 time for each renter.)

  • Click on the Housing Provider Payment Request link https://portalapps.nd.gov/dhsps/emergency-rent-landlord/ to request payment for rent that is due.
  • Follow the instructions on the screen.
  • Approved payments will be made directly to you, the Housing Provider, either via check or ACH, depending on the method you chose when registering as a vendor.

Utility Suppliers - What You Need to Know

ND Rent help can now help qualifying North Dakota renters with past-due utility bills (electric, natural gas and other heating sources, water, sewer and garbage services). It can pay for heating costs not covered by Low Income Home Energy Assistance Program (LIHEAP) if a household participates in both programs.

How do payments work?

STEP 1: Register as a Vendor/Supplier with OMB at https://bit.ly/2yK2Zba

  • ALREADY REGISTERED? Current OMB Approved Suppliers should log into the OMB portal to make sure their account is active.
  • Inactive accounts may need to complete an updated W-9.

STEP 2: Provide Supplier ID number to ND Rent Help Team

  • After you have been approved and have a Supplier ID number from OMB, email the number to the ND Rent Help team at dhserb@nd.gov or call 701-328-1907 and ask for Heidi.
  • NOTE to heating utility companies: Your LIHEAP provider number is not the same as the OMB supplier number.

STEP 3 - Payment

  • DHS will provide payment to utility suppliers based on past-due bills submitted by the renter to the ND Rent Help Team.
