Income Tax Withholding Electronic Filing

The ACH Debit Telefile option is no longer available and has been replaced by Withholding WebFile. Registration for Withholding WebFile is completed on-line. See Getting Started below for registration instructions.

If you are registered for North Dakota income tax withholding, you may file your withholding returns electronically. Registration for electronic filing is required for each of the two available methods:

Withholding WebFile. The withholding return is submitted over the Internet and payment is made by an ACH Debit transaction. Registration for WebFile is completed on-line (See Getting Started below).

WebFile is a safe and secure system which uses Secure Sockets Layer (SSL) encryption technology to ensure your information is secure and protected. It is a voluntary, free, on-line filing option where you can file and submit your withholding return from the convenience of your personal computer, 24 hours a day, 7 days a week.

Once you have registered for WebFile, you will no longer receive paper returns from our office. Instead, you file your return on-line, up until midnight of the due date to meet the filing deadline. In addition, WebFile offers you the ability to print a copy of the return for your own records or view your previously filed returns online.

Withholding E-File. The employer instructs its bank to make an ACH Credit payment to the State of North Dakota. The ACH Credit is also the return. Registration may be completed on-line or by submitting a paper application.

Withholding W-2/1099 Upload. Information is uploaded over the internet through our site in a text file using the file layout provided in publication EFW2 from the SSA for W2 files or Publication 1220 from the IRS for 1099 files (PDF files are not a valid format). Registration for W-2/1099 Upload is completed on-line (See Getting Started – Upload below). If you are currently registered for Withholding WebFile, you do not need to register for W-2/1099 Upload since you currently have access to this system via the Main Menu in the Withholding WebFile system.

It is a voluntary, free, on-line filing option where you can upload your W-2/1099 information from the convenience of your personal computer, 24 hours a day, 7 days a week.
