Hoberg, Allen C. (Agency Director)

Allen Hoberg has been the director of OAH and an administrative law judge since its establishment in 1991. Allen is a 1972 graduate of the University of North Dakota (BA, History). He served in the U.S. Army military police from 1972-1974. He received his Juris Doctor from the University of North Dakota School of Law in 1977. He received his LL.M. in Agricultural Law from the University of Arkansas in 1983. Allen also attended the American Graduate School of International Management from 1980-1981. He practiced as a lawyer with the North Dakota Legislative Council  from 1977-1980, and with the North Dakota Attorney General’s Office from 1983-1988, and from 1989-1991; from 1989-1991 he was director of the Administrative Hearing Officer Division. Allen was a visiting assistant professor at the University of Arkansas School of Law in 1983, and the Director of the National Agricultural Law Research Center at the University of Arkansas School of Law from 1988-1989. Allen has attended the National Judicial College in 1985 (Fair Hearings Course) and 1989 (Advanced Administrative Law Course). His primary focus as an administrative law judge has been professional licensing hearings and hearings for the Department of Human Services.
