Sand, Rosellen M. (Lead ALJ for WSI)

Rosellen Sand received her Bachelor of Science degree from the University of North Dakota in 1978 and her Juris Doctor from the University of North Dakota School of Law in 1981. Before beginning work for OAH, Rosey worked in the legislative and executive Branches in North Dakota government as an attorney for over 22 years, including serving with the Legislative Council and the Office or Attorney General. Since beginning work as a full-time administrative law judge in 2003, she has received training specific to administrative law judges from the National Judicial College, the National Association of Hearing Officials, the National Academy for IDEA ALJs at Seattle University, and the National Institute on Legal Issues of Educating Individuals with Disabilities. Rosey is currently a contract administrative law judge and the OAH Lead ALJ for Workforce Safety and Insurance hearings.
