Hamm revokes Dunn Center insurance agent's license

Posted on 12/31/2009

BISMARCK, N.D.-North Dakota Insurance Commissioner Adam Hamm has revoked the insurance license of Patricia Howard, a Dunn Center, N.D. insurance agent, who engaged in deceitful and dishonest practices against her insurance clients. The revocation bars Howard from selling, soliciting or negotiating insurance in North Dakota.

Howard accepted money and applications from at least two insurance clients, but failed to send the documents to the insurance company. The clients believed they had insurance coverage when in fact they did not. Howard also created a fake insurance binder document to make it appear as if the clients had coverage. The Insurance Department had previously served her with a cease and desist order on Dec. 17.

"Ms. Howard's actions were unacceptable and revoking her insurance license ensures that she will no longer be able to work with North Dakota's insurance consumers," Hamm said.

Howard signed a consent order, waiving her right to request an administrative hearing.

Commissioner Hamm urges anyone who feels uneasy about any insurance-related transaction involving Howard to contact the Insurance Department at 1-800-247-0560 or insurance@nd.gov.
