Hamm revokes Lutgen's insurance license

BISMARCK, N.D.-North Dakota Insurance Commissioner Adam Hamm recently served an order to revoke the insurance license of Julia Beth Lutgen, a Fargo insurance agent who failed to notify the Insurance Department of an April 2009 criminal conviction. The revocation bars her from selling, soliciting or negotiating insurance in North Dakota.

On April 21, 2009, Lutgen was convicted in Cass County of a Class A Misdemeanor for possession of drug paraphernalia. She was sentenced to one year in jail, with one year suspended, and placed on probation for one year with conditions. Lutgen's criminal conviction was discovered through a records check initiated by the Commissioner.

"North Dakota law requires insurance agents to report any criminal convictions to the Department within 30 days," Hamm said. "Ms. Lutgen's failure to report her conviction is a violation of the terms of her license agreement."
