Meet Commissioner Hamm
Adam Hamm was appointed Insurance Commissioner by Governor John Hoeven in October 2007, elected to a four-year term in November 2008 and reelected to a second four-year term in November 2012. Hamm has a strong and varied background that includes experience both in public service and in the private sector.
Hamm's dedication and desire to serve the public was in part born out of his experiences at the Cass County State's Attorney's office. Hamm prosecuted personal crimes, including murder, rape, robbery, assault, and child physical and sexual abuse. Seeking justice for victims and their families gave Hamm a special appreciation for public service and a keen insight into what it takes to protect the public.
Among the cases he handled during his time as a prosecutor was the prosecution of Kyle Bell for the murder of Jeanna North, an 11-year-old Fargo girl. This case ultimately resulted in a life sentence for Bell, but just as importantly, prompted the enactment of tougher laws against sex offenders in North Dakota.
Hamm has also worked as an attorney in private practice advocating for North Dakota businesses and individuals. He specialized in a number of areas, including commercial litigation, administrative agency law and transportation law.
Hamm, 41, is a graduate of Sam Houston State University and received his Juris Doctorate Degree, with Distinction, from the University of North Dakota School of Law in 1998. He is a member of the State Bar Association of North Dakota, and is also a member of the Governor's Task Force on Violent and Sexual Offenders.
Hamm is also very active in the National Association of Insurance Commissioners (NAIC). The NAIC is the association made up of the chief insurance regulators from all 50 states, the District of Columbia and the five U.S. territories. These elected and appointed officials -- working together with the centralized resources of the NAIC -- form the national system of state-based insurance regulation in the United States. America's insurance regulators coordinate their activities through the NAIC and work together to develop best practices and set standards for insurance supervision.
Hamm is one of four officers of the NAIC, and was unanimously elected by his peers to serve as President-Elect of the NAIC for 2013. Additionally, Hamm is a member of numerous NAIC committees, including the Executive Committee, the Financial Regulation Standards and Accreditation (F) Committee, the International Insurance Relations (G) Committee, the Government Relations Leadership Council and the Financial Stability Task Force. Hamm's NAIC-related work ensures that North Dakota has a strong national voice in insurance regulation.
A native of Jamestown, N.D., Commissioner Hamm lived and worked in the Fargo area since 1998 before relocating to Bismarck in 2007 with his wife, Michelle, and children, Wyatt (15) and Halle (11).
