Poolman Revokes Insurance License of Williston Agent

Bismarck, ND - North Dakota Insurance Commissioner Jim Poolman today revoked the license of a Williston insurance agent, Keith T. Hapip. Poolman said the revocation was based on Mr. Hapip's criminal convictions as well as other allegations of misconduct in his insurance practices.

Hapip was convicted of Possession of a Controlled Substance, a Class C Felony, and Possession of Drug Paraphernalia, a Class A Misdemeanor, and is currently serving a two-year sentence for the criminal convictions. Additionally, Hapip was accused of forging clients' signatures on insurance applications and mishandling insurance premiums.

North Dakota law requires insurance agents be of good personal and professional repute. "These are serious violations of state law, proving him unfit to hold a license in this State," Poolman said. "As Insurance Commissioner, my duty to consumers is to make sure that licensed insurance agents are trustworthy, honest and law-abiding citizens. Selling insurance in North Dakota is not a right, it is a privilege, and Mr. Hapip no longer has that privilege."
