Colonel James Prochniak, superintendent of the North Dakota Highway Patrol, announces the retirement of Major Neil A. Johnson.  Effective July 31, 2011, Major Neil A. Johnson retired as a sworn officer from the North Dakota Highway Patrol after 31 years of distinguished service.
