The error message "Service Request cannot be completed - the CFMS (Survey) application is unavailable" will now be displayed only for service requests that fail to work-complete or complete. Previously, once the error message was displayed, it continued to be displayed throughout the session even for service requests that were work-completed or completed successfully.
