For Add Actions, the State dropdown list will default to 'North Dakota' instead of blank.
For Change and Delete Actions, the asterisks have been removed from all non-required fields. Only the "User ID" field is required.

On the "Select a New Person: Actual Hours" page, the search results will now be displayed in alphabetical order. Previously, the results were displayed in random order.
