North Dakota Information Technology Department (ITD)Each biennium, all executive branch agencies, excluding Higher Education, submit information regarding IT projects expected to exceed $250,000. The information includes details from their IT plan, a business case, and a self-scoring worksheet outlining the benefits and achievability of each project. A workbook of all large projects is compiled and sent to SITAC in the fall of each even-numbered year.
After reviewing the information, SITAC holds a meeting where agencies present a brief summary of their business case and respond to questions. Projects are grouped by General, Special, and Federal funding sources and ranked separately within each group. Initial ranking is based on the total benefit score minus the confidence measure, and the sorted list is then presented to SITAC for final ranking. The results are then communicated to the Office of Management and Budget and the Legislature as input to the appropriation process.
