E-team Charter

Mission

To provide leadership, technical guidance and direction to state agencies in providing e-Government technology solutions for the state of North Dakota.

Business Goals

Goal #1 - Promote & educate state government constituents of the "E-Government" concept.

  • Work with other sections of ITD in promoting e-government education among state government entities.
  • Identify need for legislative changes and promote adoption.
  • Work with other sections of ITD in identifying needs for statewide standards and helping in their develop.
  • Establish directional mechanism via E-government advisory committee.

Goal #2 - Establish the necessary business processes to provide ITD "E-Government" products and services.

  • Develop a portal for customers (both public and internal) to do business with the State of North Dakota, with ease, speed and efficiency.
  • Identify a fair and workable rate structure for development and hosting web applications.
  • Provide web development software and hardware, to enable ITD to meet the customers' needs.
  • Determine and implement the appropriate platform to host the web applications.
  • Install security necessary to all applications, through encryption, certificates and digital signatures.
  • Provide North Dakota with a search engine for their web sites.
  • Allow for electronic payment for services/products through the web.
  • Provide the Standards for Web Applications developed in ITD.
  • Provide for 24 X 7 support of web applications. (24hr. business)

Goal #3 - Market ITD's E-Government services.

  • Provide a means of marketing the Portal.
  • Develop systems that appeal to the public and to the internal agencies enough to sell the services of the e-Team to other agencies.
  • Become the desired provider of web solutions by state agencies, including consulting, web hosting and application development.
  • Provide direction and assistance to other departments and sections of ITD in Web Technology.

 

Goal #4 - Assess and define, or redefine, ITD's E-Government services to maintain viability.

  • Assess rates of products and services to ensure competitiveness.
  • Insure all applications running on ITD's application server meet minimum requirements to insure a stable and secure environment.
  • Monitor performance to assure we are providing a service that is working for our customers (both public and internal).
  • Continued (technical) research and development to provide the best web solutions possible for the State of North Dakota.

Operating Environment:

  • Team manager reports to Software Development Manager, Network Planning, and the Associate Directors.
  • Team will provide justification for purchases to be approved by assistant director.
  • Team manager can request changes or addition of team members.
  • Team members will report to team manager.
  • Choice of technology will be approved by management team (Significant items).
  • Team will work with management team (assistant director, administrative service associate director) to develop rate structure.
  • Costs for the team will be tracked.
  • Requests for services will come through the current application development request process.

Products/Services:

  • Web hosting.
  • E-Government applications.
  • Web Site Design.
  • Server administration.
  • Consulting services. Both within ITD and for other Agencies.
  • Review of system written by entities other than ITD, to be run on ITD's server.
  • Direction setting for ITD and review of tool sets to achieve that direction.
