IT Planning Instructions

Instructions - Agency Operations Plan 2013-15

The Agency Operations Plan is the main IT Planning document that must be submitted in accordance with ND Century Code (Chapter 54-59-11). The plan should include any information that readers will need to understand the overall technology operations of the agency.

If the agency has multiple Lines of Business, the agency can optionally submit an Agency Operations Plan document for each Line of Business.

The Agency Operations Plan document should be completed with the Word Processor or Text Editor of your choice and saved in the original Rich Text Format (.rtf) document format, using the naming convention “Agency Operations Plan 13-15 – Agency Name.rtf”. If multiple Agency Operations Plans are submitted for multiple Lines of Business, use the naming convention “Agency Operations Plan 13-15 – Agency Name – Line of Business.rtf”.

Upon completion of all Project Worksheets, Large Project Worksheets, and the IT Operations document(s) for your agency, submit ALL documents as attachments in one email to the IT Plan Administrator at itplan@nd.gov.

To complete the Agency Operations Plan, please follow the guidelines and examples below for each field in the document:

Agency Name
Provide the name of the agency submitting the Agency Operations Plan.
Line of Business
Optionally, complete an Agency Operations Plan for each line of business (division, program, etc.), and provide the name of the line of business this document pertains to.
Agency Contact
Provide the name, title, phone number, and email address of the person submitting the Operations Plan, or the person that can answer questions if they arise.
Technology Strategy
Describe how the agency uses information technology to complete its mission. This can include a summary of the agency’s strategic plan, the agency objectives, tactics, and principles.
Technology Infrastructure
Describe the following aspects of the technology infrastructure and any others that apply. This section will define the majority of the operations and should provide the reader with a fairly complete understanding of the agency’s IT infrastructure.
  • Servers
    • Virtual and Stand-alone servers
    • Operating systems
    • Hosting providers (including references to waivers if applicable)
    • Management tools/techniques
    • Replacement schedules
  • Server Applications
    • Name and/or type of application
    • Purpose of the application
    • Development tools used and/or versions used
    • Vendor or developer (if applicable)
    • Hosting providers (including references to waivers if applicable)
    • Maintenance and/or Support strategies
    • Life expectancy
  • Desktops
    • Operating systems
    • Management tools/techniques
    • Replacement schedules
  • Laptops
    • Operating systems
    • Management tools/techniques
    • Replacement schedules
    • Security and Encryption tools/strategies (if applicable)
  • Mobile Devices (tablets, smartphones, etc.)
    • Describe your mobile device strategy (Bring-Your-Own-Device, state supplied only, or some combination)
    • Operating systems
    • Management tools/techniques
    • Replacement schedules
    • Security and Encryption tools/strategies (if applicable)
  • Client Applications (desktop, laptop, mobile devices)
    • Name and/or type of application
    • Purpose of the application
    • Development tools used and/or versions used
    • Vendor or developer (if applicable)
    • Maintenance and/or Support strategies
    • Life expectancy
  • Data
    • Backup tools/strategies
    • Security and Encryption tools/strategies (if applicable)
    • Origination or source of the data
    • Other agencies or entities that consume the data and how it is shared
    • Reporting tools, online publication, and hardcopy publication
Planned Activities
Describe the technology related activities planned for the upcoming biennium, including any updates, additions or retirement of technologies. The activities should include anything that is outside of normal IT Operations and not deemed an IT Project, but should also include a brief summary of any projects submitted separately via the Project Worksheets and/or Large Project Worksheets.
Technologies being considered or investigated
Describe any technologies that you are monitoring for possible deployment in your agency.
