Involving ITD in Project Origination

Quick Links

Legislation

Pursuant to ND Century Code (Chapter 54-59-11.1), "Each executive branch state agency, excluding entities under the control of the state board of higher education, considering the development of an information technology project with an estimated cost of one hundred thousand dollars or more shall involve the information technology department in the planning and study of the project. A state agency must receive a recommendation from the information technology department prior to proceeding with any study relating to the project.”

Preliminary Assessment

Agencies initiate the process in one of three ways:

  1. Submit a Project Planning Questionnaire
  2. Submit a Project Workbook for the initiative during the IT Planning Process
  3. Submit a service request via the Work Management System (WMS) to utilize ITD Software Development throughout the systems development life-cycle

ITD will use the information provided to conduct a preliminary architectural review. Up to 6-hours of non-chargeable time per architect will be allotted for this effort, so most reviews will not be billed directly back to agencies. Upon completion, ITD will issue an initial recommendation that aligns with one of the following responses:

  1. Proceed with the project, but revisit any architectural alterations that arise
  2. Involve ITD’s architect(s) in the project
  3. Take a significantly different approach or terminate the project

Ongoing Involvement

If the recommendation is to involve ITD’s architects beyond the preliminary assessment, services will become billable at the Architect/Consulting Rate.  A cost estimate will be provided, and agencies will be asked to submit a request via ITD’s online Work Management System (WMS).
