North Dakota's Enterprise Document Management System (EDMS) was initially installed as a partnership between the Office of the State Tax Commissioner and the Information Technology Department. The solutions installed were selected based on competitive review, previous experience, and an existing contractual agreement. Additional technologies were added as requested by users.

As of 2013, ND's EDMS has grown to store more than sixty two million documents on over 7TB of disk.  The system is utilized by nearly 2,800 people in a total of twenty-four agencies:
