EA Membership Requirements

Chief Information Officer

As stated in ND Century Code (Chapter 54-59-03):

  • The governor shall appoint the Chief Information Officer on the basis of education, experience, and other qualifications in information technology and administration.

State Information Technology Advisory Committee (SITAC)

As stated in ND Century Code (Chapter 54-59-07):

  • State Information Technology Advisory Committee membership consists of the chief information officer; the commissioner of higher education or the commissioner's designee; the attorney general or the attorney general's designee; the secretary of state or the secretary of state's designee; the tax commissioner or the commissioner's designee; the chief justice of the supreme court or the chief justice's designee; two (2) members of the legislative assembly appointed by the legislative council; a minimum of eight (8) members representing state agencies, appointed by the governor; and two (2) members with technology management expertise representing private industry, appointed by the governor.
  • The appointees of the governor serve at the pleasure of the governor.
  • The governor shall designate the chairman of the committee.
  • Additional members may be asked to participate at the request of the chairman.

Architecture Review Board (ARB)

  • The Chair is selected by Architecture Review Board members in July of each year and may be re-elected to an unlimited number of terms.
  • The Chair shall appoint a Vice-chair to serve in his or her absence.
  • Architecture Review Board membership consists of representatives from a minimum of ten (10) and not more than twelve (12) executive branch agencies at-large, one (1) member representing legislative council staff and one (1) member representing the judiciary branch, and one (1) member representing Information Technology Department (ITD) operations. At-large members should be selected based on commitment, agency size, agency function / category (i.e. public safety, regulatory, administrative, etc.), elected and appointed officials, and technologies deployed to ensure a diversity of interests are represented.
  • Ex-Officio membership consists of Information Technology Department Directors, one (1) Architecture Team Chair, one (1) Information Technology Department’s Enterprise Architecture Administrator, one (1) STAGEnet Management Committee Representative, and one (1) from State Auditor’s Office. These members provide expertise to the ARB.
  • Current Architecture Review Board members continue to serve until they resign or are replaced.
  • The Chief Information Officer will review the Architecture Review Board agency membership at least annually and submit proposed changes to the Architecture Review Board for their input. Architecture Review Board members make recommendations regarding the solicitation and selection of new members, subject to the approval of the Chief Information Officer.
  • Persons interested in applying for or resigning from a position on the Architecture Review Board should contact the Chair or ITD’s Enterprise Architecture Administrator.
  • Members may designate a proxy if they are going to be absent.
  • A simple majority of the members or their proxies must be present for a quorum. A simple majority is required for a decision.

Architecture Team

  • Chair is selected by Architecture Team Members in July of each year and may be re-elected to an unlimited number of terms.
  • The Chair shall appoint a Vice-chair to serve in his or her absence.
  • Architecture Team membership consists of at least one and no more than four (4) ITD Architects, no more than six (6) agency architects, Domain Team Leads, and the StageNet Technical Committee Chair
  • Ex-Officio membership consists of one (1) Information Technology Department’s Enterprise Architecture Manager.
  • Current Architecture Team members continue to serve until replaced.
  • The Architecture Team will review its membership at least annually and submit proposed changes to the Architecture Review Board.
  • Architecture Team members recommend the solicitation and selection of new members, subject to the approval of the ARB.
  • Persons interested in applying for or resigning from a position on the Architecture Team should contact the Chair or ITD’s Enterprise Architecture Manager.
  • The Architecture Team determines the number of and scope of technical domain teams.
  •  Members may designate a proxy if they are going to be absent.
  • A simple majority of the members or their proxies must be present for a quorum. A simple majority is required for a decision.

Domain Team Leads

  • Current Domain Team Leads continue to serve until replaced.
  • Technical Domain Team Leads are elected by the current domain team membership in July of each year, subject to Architecture Team approval.
  • Business Domain Team Leads are elected by the current domain team membership in July of each year, subject to Architecture Review Board approval.
  •  Must serve on the domain team for one year prior to becoming eligible to lead the team.
  • Lacking a recommendation from a technical domain team, the Architecture Team will appoint a Domain Team Lead.
  • Lacking a recommendation from a business domain team, the Architecture Review Board will appoint a Domain Team Lead.
  • Domain Team Leads are eligible for re-election.
  • Technical Domain Team Leads determine the size and membership of their teams, subject to Architecture Team approval.
  • Business Domain Team Leads determine the size and membership of their teams, subject to Architecture Review Board approval.
  • Domain Team Leads shall review agency representation in July of each year to solicit participation from agencies with expertise.
  • Recommend the method and timing of soliciting new members.

Domain Teams

  • Domain team members shall reaffirm their membership commitment in July of each year.
  • Persons interested in applying for or resigning from a position on a Domain Team should contact the Chair or ITD’s Enterprise Architecture Administrator.
  • The ARB will be notified of team membership changes.
  • Members may designate a proxy if they are going to be absent.
  • A simple majority of the members or their proxies must be present for a quorum. A simple majority is required for a decision.

All Teams

  • A member with three consecutive absences without a proxy will be dropped from team membership.
