Recruiting
When recruiting externally, agencies must ensure the public has the opportunity to know of and to apply for the vacant position. The agencies must also select applicants for employment based on their job-related qualifications.
Human Resource Management Services must be notified of non-temporary position vacancies for which the agencies expect to recruit externally. [Agencies that contract with Job Service need not provide this notice.]
Agencies must employ applicants and promote or reassign employees only into positions for which they meet the minimum qualifications as described in the class specifications.
Recommendations
Agencies are encouraged to promote from within whenever practical.
Class descriptions should be reviewed before beginning the recruiting process.
All individuals interviewed for a position should be notified in writing of the agency's decision.
