Minimum Qualifications:
Requires a bachelor's degree in accounting and three years auditing experience. Preference will be given to those with:
- A variety of governmental accounting and auditing experience
- Strong interpersonal skills
- Strong technical knowledge of generally accepted accounting principles
- Experience interpreting or implementing federal grant program requirements
- CPA or CIA
- Excellent communication skills (written and oral) with a strong attention to detail
- Strong software skills in Microsoft Excel and Word
- Ability to work effectively with a broad diversity of people
- Self-motivated individual with the ability to operate independently
- Demonstrated success working across different functions and levels of management
- This position also requires the ability to travel (occasional overnight travel is required)
- Experience analyzing financial statements of a governmental entity
- Experience auditing internal accounting controls; internal control test plan development; test plan execution and test plan report development
- Experience identifying and mapping or documenting business processes
- Experience recommending and guiding organizations through process changes to meet accounting and financial objectives
If unable to find experienced-qualified candidates, the department will consider under-filling the position as an Auditor II, which requires a Bachelor’s degree in accounting and two years of auditing experience.

Summary of Work:
This position is responsible to evaluate department contracts for compliance with all state and federal requirements, to implement requirements for fraud/risk assessments of all department programs, and to conduct effectiveness and efficiency audits. Duties include but are not limited to:
- Coordinate effort to create a contract compliance program for program managers to use to assure contract compliance.
- Plan, direct and conduct random audits of contracts/grants to determine compliance.
- Analyze accounting systems and procedures to insure that managerial and internal controls are in place to prevent and detect non compiance.
- Conduct tests to determine whether managerial and internal controls are adhered to.
- Determine whether department systems and controls are in place to assure compliance with policy, applicable law, and regulations.
- Document audit findings and prepare supporting schedules of audit findings.
- Develop recommendations for improvement based on findings.
- Prepare audit reports related to audits conducted.
- Present findings and recommendations to clients.
- Assist in negotiating audit settlements.
- Prepare fraud risk assessment for over 80 Department of Health programs which generate $52 million in federal revenue each year including cost-benefit analysis of fraud risks over which the organization wants to implement controls or specific fraud detection procedures.
- Conduct preliminary audit research and planning for one effectiveness or efficiency audit per biennium.
- Determine and conduct any training programs for agency personnel and contractors.
