Minimum Qualifications:
Requires a 4-year degree in Computer Science, Computer Information Systems, Business Information Systems or a related field from an accredited university. Specifically related work experience may be substituted for up to two years of the educational requirement. This position also requires 8 years of current and progressive work experience in quality assurance/testing activities such as:
- Process management/oversight.
- Designing and implementing system test plans, cases, procedures and writing/releasing reports on test results.
- Designing and implementing system/functional tests.
- Designing and implementing unit/integration tests or must posses equivalent embedded processes test experience.
- Designing and implementing performance/load tests.
- Writing service-level agreements (SLA’s) and analyzing performance data.
This position requires experience managing and administering IT staff members, including annual performance reviews and practical working knowledge of multiple software testing methodologies.
Preference will be given to individuals that have automated functional or performance test tool experience and/or quality assurance/control certifications ((i.e. ASTQB Certified Tester, Foundation Level (CTFL), American Software Testing Qualifications Board)).

Summary of Work:
Individual will manage, lead and initiate quality assurance and control processes within the Software Development Division of the Information Technology Department, State of ND. This position is responsible for introducing and coordinating all software QA processes and testing efforts within the ITD Software Development Life Cycle (SDLC) process and for overseeing their effective implementation on all Software Development (SD) projects (large and small). Testing efforts include but are not limited to: System, Functional, Regression, Unit, Integration, Performance, and Load testing.
Responsibilities:
- Champion “common sense” and “added-value” definitions of the quality process within SD.
- Implement quality goals and strategies, support updated documentation, support orientation, review SDLC model and pair-match reviews with specific entry/exit deploy criteria, define quality processes, implement formal training for managerial and technical staff, acquire software test staff to implement, execute and mentor quality processes on SD projects.
- Direct the SD Quality Assurance process and staff; foster SD project metrics: gathering, analysis and reporting activities.
Individual must have excellent oral and written communication skills; exceptional analytic and problem-solving skills; and be able to work independently with minimal supervision.
DUTIES & TASKS:
- Define, document and update the quality processes, standards, Entry/Exit Quality Criteria, planned QC tasks and SDLC model milestones for inclusion of test activities from deployment to close-out.
- Define and develop software test templates, identify and record specific standards, list specific Entry/Exit QC criteria and test cases and estimate when the test cases will be run.
- Define Software Test Plans and Test Cases based on operational condition and check the observed results of the software.
- Implement and administer a defect-tracking system that can be linked to project software configuration management (SCM) and the build/release process; define defect severity levels, defect management lifecycle, defect status reporting and train and mentor testers/managers on quality processes, delivery and models.
- Implement formal training for staff.
- Assign testers to SD projects; monitor quality task work; audit SD project quality adherence:
- Collaborate with SD project managers and project leads on quality implementation progress.
- Collaborate with SD project managers and project leads on metrics gathering and reporting.
- Monitor SD project test execution and deployment activities for adherence to quality processes.
- Collaborate with SD management team for strategic direction regarding software development and quality assurance.
- Collaborate with customers on Quality education activities and to promote ITD’s Quality initiatives and services.
- Analyze quality assurance metrics gathered for quality process improvement opportunities.
- Keep current on new technology as it emerges by reading, networking with others, etc.
- Determine how new technology can benefit ITD and/or its customers and provide a business case for implementing it.
- Participate in Software Development Division management team activities including tactical and strategic planning.
- Recognize the need for employee training in new or existing technologies and achieve meaningful training goals.
- Other duties as assigned.
