Minimum Qualifications:
Require's a bachelor's degree with a major in human resource management, business or public administration, management, industrial relations, or a closely related field and three years of more responsible HR work experience including compensation planning, analysis, & administration; or a bachelor's degree in another field and five years of progressively more responsible HR work experience including compensation planning, analysis, & administration.
A master's degree may substitute for one year of the HR work experience.
Preferred qualifications include: Excel data analysis; automated HRIS System (PeopleSoft preferred); Point-Factor quantitative job evaluation systems; creation of compensation plans and grade salary structures.

Summary of Work:
Compensation Analysis
- Gather and analyze information on salary, benefits, and human resource practices
- Participate in compensation planning and analysis
- Assist in developing biennial compensation plan based on analysis and legislation
- Provide analysis and compensation modeling tools to agencies
- Serve as backup to compensation manager
- Present compensation information to agencies, employee groups, legislative committees, etc.
- Assist in ensuring agency compliance with salary administration procedures
- Respond to inquiries pertaining to salaries, compa-ratios, etc.
- Conducts special studies relating to a variety of human resource management activities
- Conducts surveys to gather market pay information, establish benchmarks with min quals, solicit/gather & compile data, evaluate & analyze data, prepare reports, recommend & implement appropriate action
- Determine appropriate pay grade exceptions based on analysis of market data
- Conduct biennial market salary and benefit survey of teachers for Combined Schools Advisory Council (CSAC); Youth Correctional Center, ND School for the Blind, ND School for the Deaf.
- Assist in responding to other compensation surveys
Conduct Job Analysis & Job Evaluation for development and revision of Job Classes and determination of appropriate pay grade.
- Analyzes job classes and positions using information obtained in written and/or verbal form
- Interviews employees and supervisory staff to collect information in order to determine job duties
- Establish minimum qualifications, knowledge, skills, and abilities
- Write and revise job class descriptions
- Apply point-factor job evaluation process for grading jobs
- Make pay grade/salary recommendations to Class & Comp Staff, Manager, & Director for new or revised classifications
- Prepare justification & responses to support/defend decisions before the State Personnel Board as required
Administration of ConnectND (PeopleSoft) HCM System
- Assist Compensation Manager and HRIS Business Analyst with HR System - emphasis on HR & payroll functionality and potential other modules to be implemented.
- Work with Compensation Manager and agencies to develop queries & reports for system users.
HR Generalist
- Advise supervisors and managers regarding HR policies, rules, & regulations
- Assist supervisors and managers with disciplinary and other employee relations issues
- Prepare background information material relating to HR practices
- Conduct & coordinate ad hoc studies and projects on HR issues
