GAS PIPELINE SAFETY INSPECTOR AND PROGRAM MANAGER (5255)
Grade 10
Scope of Work:
Work involves conducting gas pipeline safety inspections and incident investigations and managing the gas pipeline safety program in the Public Service Commission (PSC).
Duties Performed:
- Conduct field compliance inspections and reviews of the operations, plans, procedures, maintenance, design, construction, operator training, drug and alcohol testing, damage prevention and emergency response of all intrastate gas distribution and transmission pipeline facilities.
- Audit operator training, drug and alcohol testing, damage prevention, and emergency response plans.
- Interpret and enforce state and federal regulations related to pipeline safety.
- Investigate pipeline safety incidents and consumer complaints.
- Prepare case evaluations and recommendations for the division director including Notices of Probable Violations, motions, proposed orders, and proposed civil penalties.
- Generate and maintain inspection records and reports and enter into state and/or federal computer data programs as needed to show program performance and compliance.
- Provide technical expertise and advice to the division director, Commission, industry, and the general public regarding gas pipeline safety.
- Coordinate and organize annual federal audits and annual federal/state gas pipeline safety seminars.
- Serve as a Liaison Officer to the U.S. Department of Transportation, Office of Pipeline Safety, in the administration of the Federal and State Gas Pipeline Safety Program.
- Serve as liaison to the North Dakota One Call Board of Directors in the administration of the Commission's damage prevention activities.
- Advise the division director on the maintenance and modification of the division’s federal rule adoption, Gas Pipeline Safety Inspection Plans, and the State Damage Prevention Enforcement Plan.
- Assist the director in the compilation and submittal of the annual federal and state certification and agreement and the gas pipeline safety grant.
- Participate in National Association of Pipeline Safety Representatives (NAPSR) Central Region day-to-day operations, including the annual attendance and periodic hosting of Central Region meetings.
- Represent the PSC at public meetings, hearings, and conferences for the purpose of providing awareness and understanding of state and federal laws, and Public Service Commission policies and operating procedures regarding gas pipeline safety.

Minimum Qualifications:
Requires a bachelor’s degree in an energy or science-related field, OR; an associate degree in pre-engineering, math, or physical science and three years of work experience in state or federal code inspection and enforcement or as a technician in a pipeline related field; OR four years of work experience in state or federal code inspection and enforcement or as a technician in a pipeline related field.
