HUMAN SERVICE PROGRAM ADMINISTRATOR IV (4034)
Grade 12

Individuals in positions assigned this classification are responsible, under general guidance and direction, for planning, directing, organizing, and developing policies for the assigned specialized functions. The program administered is typically statewide and involves a moderate amount of expenditures; is guided by a relatively complex set of federal and state laws and regulations; utilizes a comparatively large number of staff; and affects a large number of clients.

Individuals are directly responsible for administrative functions and have a comparatively high degree of independence and accountability. Office management, public information, training, etc. are carried out with few limits on authority and independence.

These positions may administer a Vocational Rehabilitation or Community Services field office that provides a high volume of direct service; includes several projects and facilities; and employs a comparatively high number of professional staff.

EXAMPLES OF WORK:

  • Plans, organizes, and directs the development of policies and procedures to meet the goals and objectives of the assigned statewide program.
  • Monitors and evaluates the effectiveness of the policies and procedures and the overall program operations.
  • Reviews and interprets relatively complex state and federal laws and regulations related to the assigned program.
  • Assumes responsibility for the completion of personnel actions related to the assigned program’s operations.
  • Reviews selective reports and other information to determine the program’s effectiveness and desired corrections.
  • Assigns and supervises the completion of federal and state reports as required and requested.
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS FOR ENTRY TO CLASS:

Requires a bachelor’s degree with a major in business or public administration, social work, or a related behavioral science such as psychology, counseling and guidance, or child development and family relations and four years of related professional work experience in administration. A master’s degree in one of the fields listed above and two years of experience in administration will also meet the qualifications. One year of the experience must have been at a level equivalent to Human Service Program Administrator II. A bachelor’s degree with a major in engineering, nutrition, nursing or other related health field such as microbiology, environmental sanitation or chemistry and four years of related professional work experience will also qualify. Also a master’s degree in one of the listed fields and two years of related professional work experience. One year of the experience must have been at a level equivalent to a Human Service Program Administrator II. Or an equivalent combination of education and related professional work experience as determined by the agency.

DESIRABLE LEVEL OF KNOWLEDGE, SKILL, AND ABILITY:

Requires considerable knowledge of individual behavior and methods for working effectively with people; of basic principles of supervision and administration; and of state and federal legislation and rules and regulations affecting assigned program. Requires the ability to plan, organize, and direct the policies and objectives of a statewide program.
