HUMAN SERVICE PROGRAM ADMINISTRATOR I (4031)
Grade 9

Individuals in positions assigned this classification are responsible for working-level program administrative duties under close supervision. Duties assigned this classification usually involve the administration of a local or regional program. A limited human service program is characterized by the relatively small amount of funds expended; clearly defined by state laws and regulations to follow; and clear, well defined guidelines and instructions in comparison to higher levels. The program is usually implemented at the local level and generally employs paraprofessional staff such as eligibility technicians, human service aides, homemakers, and day care aides. Individuals in these positions develop procedures, monitor program effectiveness, and interpret and provide information to staff and the general public at the local or regional level.

EXAMPLES OF WORK:

  • Plans, organizes, and directs a local or regional human service program that is limited in scope and responsibility.
  • Recommends procedures for the implementation of the program at the local or regional level or at the approval of the supervisor.
  • Recommends and implements methods of evaluating the effectiveness of the assigned local or regional program as necessary.
  • Provides information, policy interpretation, and training of staff assigned to implement a particular program.
  • Monitors the total program operations.
  • Performs other related duties as required or assigned.

MINIMUM QUALIFICATIONS FOR ENTRY TO CLASS:

Requires a bachelor’s degree with a major in business or public administration, social work, or a regulated behavioral science such as psychology, counseling and guidance, or child development and family regulations. Or a bachelor’s degree with a major in engineering, nutrition, nursing or other health-related field such as microbiology, environmental sanitation, or chemistry. Or an equivalent combination of education and related professional work experience as determined by the agency.

DESIRABLE LEVEL OF KNOWLEDGE, SKILL, AND ABILITY:

Requires a working knowledge of individual behavior and methods for working effectively with people and of basic principles of supervision and administration. Requires elementary knowledge of state and federal legislation and rules and regulations affecting assigned programs.
