Starting a GIS from scratch is a daunting task for an organization to undertake. From a needs assessment to system architecture planning to hardware and software acquisition to data development to application development to implementation to data maintenance planning, the whole idea of starting a GIS is easier said than done. These aspects will be broken down to create a real sense that GIS, from scratch, is not unattainable and with careful planning a system can be both simple and functional to fit the needs of an organization.
