Road Centerline Study
Background
The State of North Dakota, local and tribal government, and the private sector need a seamless, statewide road
centerline data set that is spatially accurate and containing the necessary attributes to be used by multiple
applications and users. In particular, such a dataset is needed for emergency services and daily state agency
activities.
The North Dakota GIS Technical Committee (GISTC) identified the need to conduct a
study to determine the most feasible and cost-effective approach and an estimate of cost to meet the goal of developing
and maintaining a statewide road centerline dataset using the best available data.
Goals
The study will result in a report which will include the following:
- Develop statewide centerline survey
- Quantify status and availability of centerlines for each county
- Identify best available data source for each county
- Data may be local, Census Bureau, NDDOT, new, or a combination
- Recommended Standards
- Based on county and state needs and based on NENA and FGDC
- Develop Maintenance Workflow
- Method for updating the statewide dataset and who will do the work
- Recommend Positional Accuracy
- Horizontal and vertical
- Recommend Attribute Data
- Based on local and state needs
- Recommend Attribute Accuracy
- Address matching and geocoding
- Estimate Cost and Time
- On a county-by-county basis, both initial and on-going costs
- Suggest Funding Mechanisms
- Funding partners, fee collection
Milestones
- September 19, 2006
- The GISTC developed a scope of work and submitted a work order to the Business Analyst category of the GIS Professional Services Contract Pool. The estimated completion date of the study is
late February 2007.
- November 9, 2006
- The notice of the Work Order Award was made to GeoComm of Saint Cloud, Minnesota.
- November 21, 2006
- Signed the Work Order with GeoComm.
- December 19-20, 2006
- Held kick-off meetings with GeoComm, GISTC, Department of Emergency Services, ND Association of Counties.
- January 8, 2007
- Distribute survey to key county, city, and tribal contacts.
- January 29, 2007
- Survey is closed.
- February 12, 2007
- First documents submitted for review.
- March 21, 2007
- Presentation of Findings (946kb pdf) by GeoComm.
- April 24, 2007
- The final report documents have been released: The Final Report (3Mb pdf) and the recommended North Dakota Road Centerline Data Standards.
- January 29, 2008
- ND 9-1-1 Association GIS Committee met to re-cap past goals, review next steps, and begin development of a proposal describing their vision for creating a statewide, seamless road dataset.
- March 13, 2008
- ND 9-1-1 Association GIS Committee met to review the draft proposal and to recommend validation of the April 2007 estimate by verifying reported attributes, spatial accuracy, and reported miles.
- May 5, 2008
- A Work Order was sent to GeoComm of Saint Cloud, Minnesota to conduct the validation study, with completion scheduled for June 15, 2008.
- May 15, 2008
- Draft proposal (77kb pdf) from the ND 9-1-1 Association GIS Committee published for review and comment.
