Using GIS for Emergency Response - City of Grand Forks Implements Autodesk Crisis Command

Project Background - The City of Grand Forks recently implemented Autodesk Crisis Command. This product is built on top of the Autodesk Mapguide system. Crisis Command is a fully functioning Emergency response package for first responders. This GIS allows first responders access to critical information in the field at the time of an incident. Not only does it give them GIS data, but it also gives them tactical tools for first response.

Grant writing - The City of Grand Forks wrote a grant to Autodesk Inc and DLT solutions in January. That grant application was accepted and the process of data collection started. The grant included all required software, custom programming, setup and installation, and the implementation of 20 buildings to the system.

Implementation - The City created a list of 20 buildings to include in the project. This list was created with two main criteria, availability of digital floor plans and importance to the community. Once the 20 buildings were selected, building owners were contacted, and floor plans requested. The City's Fire crews then went to each of the buildings and gathered building and tactical information. This information included building materials, key contact information, pictures, and locations of vital infrastructure. Once all of the buildings were pre-planned, Autodesk setup the system and trained city personnel.

Uses - Crisis command is a full functioning GIS with First Response tools built in. These tools include: bomb blast mapping, chemical spill calculations, line of site and view shed information, building pre-plan information, and on-site crisis management tools. This system is currently used by our Fire and Police Departments. This system runs on both a secure internal intranet, and also as stand-alone setups in the emergency response vehicles.
