Red River and Devils Lake area 2-foot contours and 3m DEMs are now available via the GIS Hub data services.  More information including links is available on the Hub Data Portal (www.nd.gov/gis).  Click the Elevation link in the Categories section, then browse to the second page of the results.  Or do a simple search by entering 'red river' in the "What?" field.
