SUBJECT: Minutes of November 16, 2004 Full GIS Technical Committee meeting
The Full GIS Technical Committee (GISTC) meeting was held on Tuesday, November 16 with 34 people from various levels of government, higher education, and private enterprise in attendance. The purpose of this meeting was to provide an opportunity for the Executive GISTC to share the accomplishments, current work, and goals with the larger Full GISTC. The meeting also provided an opportunity for the Full GISTC to give guidance and provide suggestions to the Executive GISTC.
Each attendee had an opportunity to get a copy of the GIS Initiative brochure and the July 2003 - June 2004 "North Dakota GIS Initiative Report to Governor John Hoeven."

The meeting started at 1:00 PM beginning with the Executive Committee Report submitted by Bob Nutsch:
- GIS Hub background
- Introductions of the Executive GISTC members and around the room
- Accomplishments, Current Work, and Goals
- Status of current and planned Hub data
After a short break, the Full GISTC then had some discussion:
- Verification of state-wide data priorities as set by the Executive GISTC
- There were no suggestions on re-arranging the current data priorities that were presented.
- Regarding the National Agriculture Imagery Program (NAIP) data where the state has an opportunity to upgrade the 2005 data from 2m to 1m, about 3 people at the meeting expressed interest in the upgrade. About 5 people expressed interest in getting color infrared.
- Dan from the Farm Service Agency commented that the 2004 data is currently in the county offices and is available.
- Additional data priorities:
- The PowerPoint presentation listed a number of data sets that were previously suggested on the listserv
- It was suggested to add the FEMA floodplain data to the list of data.
- There were a couple of people who would like to see the weather data to become a higher priority. There was additional comment that having real-time weather would be a benefit.
- Ron from the USGS asked about the status of a critical infrastructure data set. Bob from the Information Technology Department replied that there is some data being held at the North Dakota Division of Emergency Management but may not be complete and much is not spatial.
- Collaboration ideas:
- The PowerPoint presentation listed data collection, standards development, and metadata hosting
- Ann from the USGS thought it would be good if we could make use of a forum for discussion of data priorities and other things. Doug from Richland County suggested people have a look at the Pine2Prairie web site (http://www.pinetoprairie.org/) which includes a forum area.
- During the discussion, there was interest in having the Hub host metadata for people, allowing their metadata to be searched via the Metadata Explorer.
- There is interest in the state providing metadata collection tools, especially for a North Dakota template to be used within ArcCatalog. There is also interest in providing a web-based tool for submitting metadata to be hosted and searchable on the GIS Hub.
- Ron from the USGS mentioned to the group the orthophoto program and elevation program web sites, ndop.gov and ndep.gov, respectively. On these web sites people can submit their planned projects for others to see. As an example, if one visits the ndep.gov site and clicks on the Project Tracking button, there are a number of planned and in-progress North Dakota projects.
- There was some discussion on data standards. Bob from the Information Technology Department described his idea of working with local government to develop state-wide standards.
Near the end of the meeting, Brad Rundquist of the University of North Dakota provided a brief presentation on the AmericaView program.
The meeting ended at approximately 4:00 PM
